This function is called before transmitting OBJ palette data to the sub 2D engine's OBJ
Extended palette. Internally, it allocates banks allocated to the OBJ Extended palette to LCDC, and then prepares a DMA transfer of OBJ
Extended palette data with GXS_LoadOBJExtPltt.
Note: Before this function you must use
GX_SetBankForSubOBJExtPltt
to allocate VRAM banks to the sub 2D engine's OBJ Extended palette.
